- I just ran "HijackThis" (can download it from Filehippo). I did a scan and clicked every error that it found. I then clicked "fix checked". After these errors were fixed, IE10 installed from Windows Update.
- uninstalling .NET 4.5.1 - Just for reference, I was finally able to get past the completely unhelpful 9C59 error by uninstalling .NET 4.5.1 and an older .NET multi-targeting pack. I had chased my tail with a lot of the other suggestions for hours with no success, but uninstalling those finally allowed IE10 to install. Whether it was one or the other or the combination of the two, I have no idea. I reinstalled .NET 4.5.1 afterward with no problems too.

My Solution
The package manager command was what fixed it for me but it is definately worth running all of the solutions because it could be one or a few of them that fix this issue
