Boot windows in safe mode.

Run regedit and goto:

HKEY_LOCAL_MACHINE\Software\Microsoft\WindowsNT\CurrentVersion\WPAEvents

In the right pane, right-click OOBETimer, and the click Modify.

Change at least one digit of this value to deactivate windows.

Restart normally and reactivate.
